Biography

Tess primarily advises government agencies on commercial law matters, including procurement strategy, compliance with Commonwealth financial and procurement legislation and policy, contract modelling, contract drafting, liability risk management, intellectual property rights management, pricing models, performance-based contracting and probity risk management.
 
Tess is experienced at drafting and negotiating contracts for agile and incremental delivery models.
 
She regularly works with multi-disciplinary teams on projects with complex technical, commercial and financial objectives and risks.
 
Tess has been trusted by government clients to advise on a number of significant public policy initiatives, including maritime asset acquisitions, nationwide marine support services and a national telephone counselling service.
