Biography

Steve advises departments of the Commonwealth Government, most notably the Department of Defence, on procurement, contracting and construction matters. He acts for both government agencies and private sector clients participating in government procurement.

Steve advises on all aspects of procurement and construction projects including: strategic advice, acquisition strategies, risk analysis, drafting and negotiating contract and tender documentation, contract administration, IT contracts, risk and liability, intellectual property, probity, grant programs and public governance and accountability legislation. He has extensive experience with alliance agreements, managing contractor contracts, performance-based contracts and private financing arrangements.

He regularly advises the Department of Defence on procurement, contracting and construction matters across major capability acquisition programs. His work includes projects worth billions of dollars across top-level government or government-facing roles.

Steve combines deep knowledge of the Commonwealth Procurement Rules and Defence contracting framework with practical construction and outsourcing expertise.
