Simon acts for principal and contractor clients across major construction, infrastructure and renewable energy projects. His clients include major contractors, infrastructure owners, government bodies and renewable energy project participants. He is based in Sydney and advises on projects across New South Wales and nationally.

Simon advises on the drafting and negotiation of project documentation, dispute resolution including litigation, adjudication under Security of Payment legislation, and arbitration. He has also advised on significant construction financing and merger and acquisition transactions. His practice spans collaborative contracting models including alliances, as well as traditional and PPP structures across transport, water, renewables and social infrastructure.

Simon’s project experience includes the Inland Rail Southern Civil Works Program (A$1.2 billion), Parramatta Light Rail Stage 1 Infrastructure Works (A$840 million estimated contract value), and a wind farm balance of plant contract (A$200 million).

Simon combines legal expertise with direct engineering and in-house industry experience, giving him a practical understanding of how projects are delivered and where risk concentrates. Clients consistently identify his accessibility, reliability and focus on workable solutions. His industry background is an important differentiator: he has held engineering and management roles on mining and rail projects, and has worked on secondment to the legal teams of major participants across construction, transport, road, rail and maritime industries.

Inland Rail civil works Southern Package (A$1.2 billion)

Advising Acciona in the successful joint venture engaged by Australian Rail Track Corporation under a collaborative contracting model to deliver the Inland Rail Southern Civil Works Program, involving the design and construction of approximately 306 km of greenfield alignment within the Narromine to Narrabri section of Inland Rail.

Parramatta Light Rail stage 1 infrastructure works (A$840 million)

Advising the successful joint venture of Downer EDI Works and CPB on the tender for the design and construction contract for Parramatta Light Rail Stage 1 Infrastructure Works, running from Westmead to Carlingford via the Parramatta CBD.

New Footscray Hospital (A$1.5 billion)

Advising a subcontractor on the subcontract and contract administration for the technology packages for the A$1.5 billion new Footscray Hospital, including claim preparation and management relating to delays and associated insurance and stakeholder issues.

Cohuna solar farm arbitration

Acting in a Commercial Arbitration involving various claims against a supplier in connection with the 34MW Cohuna Solar Farm located approximately 8KM south of Cohuna, Victoria. The claims relate to delays and loss of production following the energy regulator's direction to cease generating power due to fires caused by defective electrical equipment.
