Biography

Luke is a market-leading technology, telecommunications and outsourcing specialist. He specialises in complex, high-value digital transformation, technology, telecommunications and outsourcing projects and commercial transactions, with a particular focus on regulated sectors including financial services, telecommunications, transport, government, space and health and aged care.

Luke advises public and private sector organisations on the full life cycle of major projects from procurement strategy through to contract finalisation and implementation, to contract change, renegotiation and exit. In addition to his work on major projects, Luke also advises on data commercialisation, telecommunications regulation, the implementation of AI and other emerging technologies, payment services, space law, privacy and data protection regulation, as well as software, content and technology licensing, and general corporate and commercial matters.

Advising a big four bank on its strategic sourcing arrangements over many years, including many large and complex ITO, BPO and systems implementation projects, including on structuring outsourced ITO and BPO services, contract termination and renegotiation, asset transfer, support model redesign and service insourcing or re-procurement.

Global insurance company

Advising a global insurance company on its global strategic IT outsourcing and transformation program with Accenture to provide standardised IT services in Asia Pacific, UK, EU and North America.

Customer-owned bank

Advising a customer-owned bank on its digital transformation program, including the replacement and transformation of its core banking platform and cards management platform, its loan origination platform, branch operations systems and mobile banking application, its enterprise agreement with Microsoft and the implementation of a new CDR data solution. This included running parallel negotiations with multiple vendors simultaneously and advising on compliance with APRA CPS230 and CPS234.

Big four bank

Advising a big four bank on strategic data and privacy matters, including advising on complex data use cases, strategic alliances and data commercialisation transactions.

Transport for NSW

Advising TfNSW on the procurement of bus passenger service contracts across all the whole of New South Wales, including the Greater Sydney Bus Contracts, Outer Metro Bus Services Contracts, Rural and Regional Bus Contracts and the establishment of a contingency bus services panel arrangement, including advising on innovations to help streamline contract management and on the ongoing management and variation of the arrangements.

Telstra

Advising Telstra on a ‘first of its kind’ proposed network sharing deal with TPG, which, if approved by the ACCC, would have marked the first Multi-Operator Core Network sharing arrangement in Australia.

Australian airline

Advising an Australian airline on the procurement of its telecommunications and SD-WAN network transformation program and network managed services outsourcing arrangements, and then on the subsequent termination and re-procurement of the same scope from multiple vendors.

The Government of the Republic of Marshall Islands

Advising the Government of the Republic of Marshall Islands (RMI) on the World Bank funded Digital RMI Project, including telecoms law reform, operator privatisation and new network infrastructure deployment.
