Julius acts for developers, resources companies, local governments and landowners across Western Australia on planning approvals, environmental regulation, land acquisition and local government law, with over 20 years leading practices in these areas.
Biography
Julius is a Partner in the National Property and Development team, based in Perth. He acts for property developers, resources and mining companies, waste and recycling operators, retailers, tourism operators and local governments across Western Australia on planning, environmental and local government matters.
His practice spans planning and subdivision approvals, environmental permits, Works Approvals and Licences, land acquisition and compensation, heritage, contaminated sites and regulatory compliance. He conducts proceedings in the State Administrative Tribunal and appeals to the Supreme Court of Western Australia across all of these areas. A significant component of his practice is local government law, advising and representing local governments across Western Australia on major land transactions, private-sector partnerships, public works, governance, tendering and procurement, codes of conduct and statutory administration.
Julius acts on matters with significant regulatory, commercial and reputational consequences: major infrastructure land acquisitions, controversial environmental approvals for large-scale industrial operations near metropolitan areas, Supreme Court judicial review proceedings and the structuring of major land transactions for local government bodies operating under strict statutory frameworks. His matters regularly involve multiple regulators, competing public and private interests, and approval processes that determine whether significant projects proceed.
Julius brings a perspective that is rare in Western Australian planning law: over two decades of acting for both local governments and the private sector. That dual experience informs his understanding of how decision-makers exercise discretion, where regulatory risk arises and how to structure engagement strategies that produce defined outcomes for both sides of complex planning and land use matters.
