Biography

Frank acts for property developers, state government agencies, financial institutions and private landowners on complex property and land administration matters in Western Australia. His consulting practice operates alongside his role as Managing Director of Complex Land Solutions Pty Ltd, a specialist property and land tenure consultancy.

Frank advises on the full range of complex property and land administration matters: land tenure analysis, title registration and detailed document preparation, subdivisions, strata titling, easement creation, restrictive covenants and town planning issues. He draws on deep knowledge of the Landgate system and WA land administration frameworks, developed over decades of practice in both the public and private sectors.

Frank brings more than 40 years of specialist experience to complex property matters, spanning senior roles at Landgate, the WA State Solicitor's Office and the Rural Adjustment Finance Corporation before entering private practice. His work covers large-scale land acquisitions and amalgamations, project management of complex titling structures and the resolution of intricate land administration issues that fall outside standard conveyancing practice.
